Another set from the Target up front cheapo section. Going to tell you this up front; the grey piece? It is yellow in the bag. Also all four of these (and I think every Mega Blok Set) has a brick stamped with 'Made in China.' On to the review!

Can you build some sort of creation right away?

WELL, I made a spaceship but let's be honest; it is a barely modified from the boat instructions so I am going to go with a 0.

Yes, those are suppose to be guns.

Is it below, at, or above the golden ratio? (10 pennies on the brick)

$3.00 divided by 38 bricks equals 8 pennies per brick! That is most certainly +5 points sir!

Parts 1 - Lots of Yellow Plates

If you can't build a creation right away, or choose not to, does it have parts you should be able to put into use right away? 

There are some useful parts in here and some interesting ones as well. +5 points.

Does it have more than a handful of immediately useful parts?

Sadly this is a no with so many plates. I know I made a ship and that might be a format for some but over all, my gut says no. -5 points.

Total: The score comes out to 5 points giving us a letter score of B+. Not bad for a $3 set. Our Part Focuses are the main elements making up the boat's engine. Wouldn't mind seeing that used in a 'dieselpunk' frame design.
